Jim Oakley is an arbitrator and mediator. He has practiced law since 1980 in the areas of litigation and commercial law. He has been an arbitrator of labour management disputes since 1986. He holds the designation of Chartered Arbitrator. He is a member of the National Academy of Arbitrators and has attended many of the Academy's educational seminars on arbitration and mediation. He served on the Newfoundland Labour Relations Board as Vice Chairperson from 1991 to 2004 and also as Chairperson (Interim) from 2003 to 2004. He has chaired discipline tribunals for professional associations and for police and correctional officers. He has served as interest arbitrator to settle the terms of collective agreements and to set prices under the Fishing Industry Collective Bargaining Act. He is an adjudicator appointed to settle disputes under the Canada Labour Code and under a review process of the Canada Revenue Agency. Jim received a Bachelor of Arts Degree from the University of Alberta, a Bachelor of Education Degree from Memorial University of Newfoundland, and a Bachelor of Laws Degree from the University of Western Ontario. John Clarke has been a member of the Law Society of Newfoundland since 1979. He holds a Bachelor of Commerce Degree from Memorial University of Newfoundland and a Bachelor of Laws Degree from the University of Saskatchewan. He is a member of the panel of arbitrators trained and approved by the provincial Labour Management Arbitration Committee and maintained by the Provincial Department of Labour. He was awarded the designations of Chartered Arbitrator and Chartered Mediator from the ADR Institute of Canada. He has received training in mediation skills and theory in Toronto, Halifax and Vancouver with the Canadian Dispute Resolution Corporation and in Toronto with Genevieve Chornenki, Judith Ryan and Mary Sattersfield. John has been active in the practice of law in Newfoundland and Labrador since admission to the bar and, since 1986, has concentrated his efforts in the area of alternative dispute resolution focusing primarily on arbitration, mediation and workplace harassment investigations. In 2006 he was instrumental in establishing the Centre for Innovative Dispute Resolution. He is a former Vice-Chair of the provinceís Labour Relations Board. He is a member of numerous dispute resolution panels including those maintained by the provincial Department of Labour, Labour Canada, the Canadian Transportation Agency, The Centre for Sport and Law, and the Canadian Motor Vehicle Arbitration Plan. In addition to his law practice, John serves on the Board of Directors of Cornerstone Capital Resources Inc., a Newfoundland and Labrador based mineral exploration company of which he was a founding member and which is listed on the Toronto Venture Stock Exchange. This corporation is involved in mineral exploration on the island of Newfoundland, in Labrador and in Ecuador. John is a member of the Law Society of Newfoundland and Labrador. He is a member of the ADR Institute of Canada and the Canadian Bar Association. He teaches the ADR portion of the annual provincial Bar Admission Course. He is a Past-President of the Newfoundland Division of the Canadian Red Cross Society and has served on its National Board of Directors. He is a former board member of the Newfoundland branch of Big Brothers as well as that of the Newfoundland and Labrador Credit Union. John is married with two children. Dr. Brenda Kelleher-Flight has significant executive experience in provincial government departments having served as Director of Accountability Office and Director of Student Support Services with the Government of NL. Brenda has been consulting (GDP Consulting Inc.) and working with teams and private enterprise since 2005 in the field of team dynamics, leadership, governance and strategic planning.
